Two HH Health Leaders Named Among Becker’s Top Rural CEOs

Two leaders from HH Health have been recognized by Becker’s Hospital Review in its 2026 list of “146 Rural Hospital and Health System Presidents and CEOs to Know,” highlighting executives who are advancing healthcare access, quality and innovation in rural communities.

Ashley Bailey, CEO of Highlands Medical Center in Scottsboro, and Mary Beth Seals, president of HH Lincoln Health in Fayetteville, Tenn., were both recognized for their leadership, operational excellence and commitment to serving rural patients and families.

According to Becker’s, rural hospital leaders play a critical role in ensuring access to care for millions of Americans, often serving as healthcare executives, community leaders, workforce developers and crisis managers simultaneously. Hospital leaders continue to navigate financial pressures, workforce shortages and ongoing industry challenges while expanding services and strengthening care delivery in their communities.

Meet Ashley Bailey (pictured right)

Bailey brings more than 25 years of healthcare experience to Highlands Medical Center. Prior to joining Highlands, she led Lakeland Community Hospital in Haleyville, Ala., helping guide the organization from the brink of closure to long-term sustainability. Under her leadership at Highlands, the hospital has maintained Joint Commission accreditation.

With experience in both nursing and healthcare management, Bailey combines clinical expertise with strategic leadership. In addition to overseeing operations, financial performance and quality initiatives, she remains deeply engaged in regional development through service with the Chamber of Commerce and the board of respiratory therapy.

Since joining Lincoln Health as president, Seals has guided the health system through several significant challenges, including tornado damage and major facility infrastructure issues caused by broken pipes. She also oversees daily operations, strategic planning, physician recruitment and organizational performance.

Under her leadership, HH Lincoln Health has also implemented programs focused on establishing HH Health as a high-reliability organization, emphasizing patient safety, quality care and operational excellence.

These recognitions by Becker’s highlight HH Health’s continued investment in strengthening healthcare access across the rural communities it serves throughout north Alabama and southern Tennessee.
